Master program students at Graduate School of Education conducted a mixed method (qualitative and quantitative) research to explore academic and non-academic challenges that Nazarbayev University students experience.     Regional problems in the North-East Africa

    This paper deals with the analysis of the regional security problems in the North-East Africa. The author refers in the introduction to the colonial past of the African continent, when the territory of African countries was arbitrarily divided between the major colonial powers. After the Second World War as a result of raising the national liberation movement the African peoples gained independence, but the colonial past has left its imprint on the new independent states in the form of a series of armed conflicts, upon which the author dwells in the main part. The author pays major attention to the conflicts in the North-East Africa, particularly, in the Horn of Africa. The author exhaustively covers the main causes of African conflicts such as the colonial past of these countries, arbitrarily set boundaries, as a result of which many of African nations were divided, as well as difficult post-colonial national-state development, and the active intervention of external forces. The conflicts in Somalia, Sudan, inter-state conflicts between Ethiopia and Somalia and between Ethiopia and Eritrea have been considered. There have been distinguished regional and international organizations, which in prospect should assume the responsibility for the maintenance of regional security.peer-reviewe

    The article covers an interesting and little-investigated topic about life and activity of Aleksey Ivanovich Rykov - a revolutionary, party and state figure, whose person has aroused a lot of questions so far. A.I. Rykov led the government in the years 1924-1930, in the period when in the country there took place cardinal crucial events that had impact on the further path of development of the country. New economic policy, industrialization and collectivization, Stalin's coming to power and totalitarianism - these and the other national processes were inseparably in the life of this no ordinary man. The questions about the circle of Rykov's personal power in the period of leading the Soviet government, his relations with the members of government, his attitude to old specialists, his attitude to the intellectuals and so on remain open-ended for historians. The role of Aleksey Rykov in building of new socialist economy also requires a detailed study, that is, change of his standpoints to the leverage of Soviet economy, to socialist planning, to search for resources for implementation of forced industrialization, to the rise of rural economy and its prevailing over industrial sector. The authors of the work have set the goals - to study the process of changing views of the events, retreat from early taken positions, attempt to discover the reasons of rise and destruction of A.I.     The purpose of the study is to conduct a cognitively-comparative analysis of the representation of the communicative-pragmatic frame intellect (Russianум, German Klugheit) objectified in proverbs of English and Russian languages, which, being a reflection of the world view of a particular ethnic group, are a conventional way of expressing stereotypes of the people.The scientific novelty of the study lies in a comprehensive analysis of stereotypical assessments of the intellectual abilities of an individual as a representative of a particular society, through the study of paremias containing the nomination of the intellect – foolishness binome in the English, German and Russian paremiological view of the world.The article bears the result of the study of 1243 proverbial units – 412 English, 433 German and 398 Russian proverbs and sayings. As a result, universal and unique stereotypical representations of the value and the availability of knowledge and intelligence were revealed; the relationship between the level of mental abilities and behavior, luck; dependence of intelligence on alcohol, age, wealth and happiness.In addition, a correlation was determined between related (English and German) and unrelated (Russian) languages, which, in turn, facilitates the process of cognitive learning of the languages studied. Consequently, the article contributes to solving the problems of intercultural communication.

In modern condition of large-scale economic transformations in economic sphere, learning of the active role of the state in economic development is now topical than more than ever. S. Yu. Witte was the most consistent supporter of active government control country's economy. This study considers the essence and content of financial and economic reforms of Witte. Special attention is paid to monetary reform and its place in financial policy of the state. Necessity of its performance is discovered, the process of preparation of reforms with Bunge and Vishnegradskiy at the helm of Treasury Ministry is described, analysis of main arguments for selection of gold monometallism as a base for new currency system is contained. Content and main stages of implementation of currency circulation reform are considered. Background of development of money circulation in the second half of the 19th century. We observed different variants of solving the task of arrangement of money circulation as well as the main elements of gold mono-metal monetary system. Basing on the materials of meetings of the 3rd Part of Free Economic Society we consider main arguments against implementation of monetary reform, suggested by Witte which were furthered by opponents of the reforms as well as the main points of the Program of "preliminary actions for implementation of the monetary reform". While analyzing the process of preparation and implementation of the monetary reform, special attention is paid to important external aspect of the reform, namely fortification of Russia's international credit. According to S.Yu. Witte's vision, stabilization of monetary system should have furthered active attraction of foreign investments for Russia's industrial development

The comparison of content and dynamic parameters of personal value-meaning systems of Kazakh and Russian undergraduates (n=88) has revealed some cultural differences among them. The content of value-meaning sphere of the Russian and Kazakh undergraduates are similar, while the dynamic aspect of this one reveal more differences in the both samples. Content specifics demonstrate differences only in the ranking of such values as love and interesting job within the general hierarchy of personal values. Dynamic specifics, in their turn, reveal themselves in a difference of perception of the attainability of values as well as in the level of realisability of values. The Kazakhs are more pronounced existential installation realisability values, thus the meaning type of values did not reveal significant differences. The fullness of life meaning is higher in the Russian sample. The research results are useful to create educational trajectories of undergraduates in poly-cultural educational space
